There can be no remodeling without prior approval. Homeowners must complete and submit the required form available in the Members Only section.
Clubhouse
All community meetings are held in the Clubhouse facility. The Clubhouse is available to rent and is the exclusive privilege for HOA members. Applications must be completed in person in the Business Office. Members must be current in dues and have no outstanding violation fines. A copy of the Clubhouse Use Agreement can be downloaded from

CC&Rs (Covenant, Conditions and Restrictions document)
These are legal documents by which the HOA is governed. CC&Rs come with home ownership papers. There is a fee of $45.00 for a printed replacement copy. Click

Dispute Resolution Services
Mediation services are mandated by law for HOA members and are available through the HOA, the City of Richmond, and Contra Costa County.
Garrity Creek
Garrity Creek flows through and under areas of Hilltop Green. It begins in its natural state at the east fork on Loma Linda Street located outside Hilltop Green and runs under and over wetlands through Hilltop Green, under I-80, and to the Hilltop Mall and beyond.
The Open House Event
Banquet held annually for HOA members in the Spring, hosted by the HOA Board of Directors.
Rental Property Restrictions Article 11 Section 2.03
No more than 130 Lots within the HOA properties may be rented or leased at any one time. Contact the Business Office for more information.
Republic Services
Pickup days: Each Wednesday (private courts) and Friday for garbage. The blue recycling and green waste containers are picked up on alternate Wednesdays. Containers must be put away within 24 hours of scheduled Republic Services pickup. Homeowners will assessed a fine of $100.00.
Street Lights
The City owns most street lighting. The HOA leases street lights in the two maintenance corporation sections. To report a street light out, report the pole number and street location to the Business Office.

First Monday/Tuesday of each month
Swimming Pool
Homeowners must have a signed registration card on file. Absentee owners must have a signed registration card on file before tenants are allowed in the pool area. The season runs from June through September as weather permits. Rules and regulations are posted in the Members Only section.
Wildlife
Hilltop Green is home to bees, birds, deer, foxes, rabbits, raccoons, possums, squirrels, and wild turkeys.
